Charleston Property Taxes: How the 4% Rate Saves Homeowners

If you've just bought a home in the Charleston area, or you're planning a move here, there's one property tax detail that can make a real difference in what you pay every year. South Carolina taxes the home you live in at a lower rate than other property. The catch is that it doesn't happen automatically. You have to apply.

    Quick Answer

In South Carolina, a home you own and live in as your legal residence is assessed at 4% of its market value instead of the standard 6%. That lowers your property taxes significantly. New buyers must file a legal residence application with the Charleston County Assessor, generally before the first tax penalty date, which is commonly in mid-January.

What is the 4% legal residence rate?

It's a special assessment ratio for the one home you own and live in as your primary residence.

In South Carolina, property taxes start with your home's market value. That value is multiplied by an assessment ratio to get the assessed value, and your local tax rate is applied to that number. For a legal residence, the ratio is 4%. For second homes, rentals, and most other property, it's 6%.

Your legal residence is also exempt from school operating taxes, which adds to the savings.

How much difference does it make?

    A lot. Here's a simple example using a $500,000 home:

    • At 4%, the assessed value is $20,000.
    • At 6%, the assessed value is $30,000.

That's 50% more assessed value at the 6% rate, before any other differences. Your actual bill depends on where the home is located, since tax rates vary by city and district across the Charleston area.

    Do I have to apply?

Yes. Buying a home does not automatically give you the 4% rate.

If you don't apply, your home is taxed at 6%. You file the legal residence application with the Charleston County Assessor's Office, which offers both a printable form and an online application. To qualify, you must own the home and live in it as your legal residence. You can only receive the 4% rate on one home.

The deadline is generally before the first penalty date for that year's taxes, which is commonly in mid-January. Check the Assessor's website for the current deadline and required documents, which usually include proof that you live in the home, such as your South Carolina driver's license and vehicle registration.

If you're buying in Berkeley or Dorchester County, the same rule applies, but you'll file with that county's assessor.

    What about seniors?

South Carolina also offers a homestead exemption for homeowners who are 65 or older, totally disabled, or legally blind and meet residency requirements. It exempts the first $50,000 of the home's value from property taxes, on top of the 4% rate. This one is handled through the County Auditor's Office, so check their requirements.

How should buyers plan for this?

Make it part of your moving checklist, right alongside setting up utilities and changing your address.

    • Apply soon after closing. Gather your documents and file the application as soon as you've moved in.
    • Budget at the right rate. When you estimate your taxes before buying, ask whether the seller's tax bill reflects the 4% or 6% rate. Your bill will depend on your own status, not the seller's.
    • Know the rules for second homes. If you're buying a vacation home or rental, plan for the 6% rate.
    • Check your first tax bill. If your primary home shows a 6% ratio, contact the Assessor's Office right away.

    The Bottom Line

South Carolina's 4% legal residence rate is one of the biggest property tax breaks available to Charleston homeowners, but you have to apply for it. File your application with the county assessor soon after you move in, ideally well before mid-January, and check your tax bill to make sure it's applied. It's a small task that can save you money every year you own your home.
